Black Hills Transmission Line: Canon City to Victor, Colorado
C2 Consulting perfected title to a 120 year old Department of the Interior right of way through now privately owned and BLM lands to allow rebuilding of one of the powerlines. Effort included permitting new substation site, new communications tower, negotiating with surface and subsurface property owners, revising BLM 299 Permit including mitigation allowances for Mexican Spotted Owl Habitat, and archaeological resources, stormwater protection, and extensive County permitting efforts, including multiple public hearings.
Permitting and Public Presentations
Beau Cochran and Cristin Cochran, principals of C2 Consulting, regularly appear before Boards of County Commissioners, and City and County Planning Boards to present permit applications for major utility and highway construction projects. Cristin Cochran negotiates telecommunications agreements with municipalities large and small all over the western United States. These efforts typically involve at least one public hearing and specialized testimony before municipal legislative bodies.
Golden West Wind Park, Calhan, Colorado
C2 Consulting is acquiring a 230kV electric transmission line right of way from the Wind Park to the substation grid connection. As part of this project C2 negotiated and acquired wind turbine easements over thousands of acres, planned and participated in public hearings and gave testimony before permitting authorities. Effort included extensive title work (both curative and investigative), permitting support, negotiation of sound and setback easements, coordination with Mountain View and Tri State utility companies, and permitting support.
Due Diligence and Title Research
C2 Consulting examined, in some cases, back to statehood, title on multiple parcels in and around Lake Pueblo State Park. The effort included location and review of original railroad grants, research of Colorado State Land Board and Bureau of Reclamation land records to compile complete title reports and a recommendation as to perfecting and protecting rights for State Parks, now Division of Wildlife.
E-470 Public Highway Authority
Cristin Cochran secured donations of several large portions of right of way needed for the new beltway around the greater Denver metropolitan area. Donating entities included the City of Aurora and private landowners.
